Your journey begins with a Case Management Agency (CMA). CMAs are assigned based on your county of residence and are your entry point for all disability-related services.
- You’ll complete intake paperwork and assessments, including the Support Level Assessment (ISLA).
- You’ll choose the waiver and services best suited for your loved one.
- The CMA will guide you through the Request for Proposal (RFP) process and an Individual Plan (IP) meeting.
Timeline: Enrollment confirmation usually arrives within 1–3 months of beginning this process
Step 2: Enroll in a Home and Community-Based Services (HCBS) Waiver
Medicaid waivers—formally known as HCBS Waivers—are designed to provide customized supports. Options vary for youth and adults, with some waivers offering immediate enrollment and others requiring a waitlist.
- Immediate enrollment options:
- Emergency situations: Families in crisis may qualify for expedited enrollment through CHRP (children) or DD/Comprehensive Waivers (adults)
Step 3: Choose a Program Approved Service Agency (PASA)
Once approved, families select a PASA—an agency authorized to deliver services.
- Through the RFP process, families can request detailed proposals from PASAs.
- You can interview providers to ensure they meet your loved one’s needs.
- Families may work with more than one PASA for different services—there’s no requirement to choose just one
Step 4: Begin Services
With your PASA in place and enrollment complete, services can begin. This is where care turns into action—whether it’s day programs, residential services, supported employment, or therapies.
